California Office of Traffic Safety Grants will help fund Multiple ABC Programs

Sacramento – The Department of Alcoholic Beverage Control (ABC), anticipates awarding up to $50,000 grants to 20 local law enforcement agencies. The grants would start as soon as October 1 and support the Minor Decoy Program, Shoulder Tap Program, Informed Merchants Preventing Alcohol-related Crime Tendencies (IMPACT) Program, Licensee Education on Alcohol and Drugs (LEAD) Program, as well as enforcement during the holidays. These programs increase safety on our public roadways by addressing alcohol-related harm in the community. Grant funds are provided by the California Office of Traffic Safety (OTS), through the National Highway Traffic Safety Administration (NHTSA). The grant operation period is from October 1, 2022, or upon federal spending authority (whichever is later) through August 31, 2023.

“These grants will help reduce youth access to alcohol and increase safety in communities throughout California,” said ABC Director Eric Hirata. “We rely on local law enforcement to help make these programs a success throughout the state.”

If your agency would like to be considered for this grant, please submit the following documents by September 2:

  • A letter of interest (ABC will accept letters of interest via email with an electronic signature at diana.fouts-guter@abc.ca.gov.)
  • A printout of your city/county OTS crash ranking (alcohol involved fatalities, injuries, and had been drinking (HBD) drivers under 21). This can be found on the OTS Crash Rankings website. From the OTS website home page, click on the “Traffic Safety Data” tab, then open “OTS Crash Rankings.”
  • A budget estimate

Send the above to:
Department of Alcoholic Beverage Control
Attn: Diana Fouts-Guter, Grant Unit
3927 Lennane Drive, Suite #100
Sacramento, CA 95834

Selections will be based upon the applicant’s OTS crash ranking, goals and objectives relative to funding priorities, and the ability to implement the grant. Consideration will also be given to ensure grant funds are spread throughout the state.

If you have any questions regarding the letter of interest, please call Diana Fouts-Guter at (916) 928-9807.

The funding of the grants is contingent upon ABC receiving funds from OTS for the 2023/24 federal fiscal year.

For additional information on the grant process please go to ABC’s Underage Drinking page.

ABC protects communities through education, and by administering prevention and enforcement programs designed to increase compliance with California’s alcoholic beverage laws.

ABC is a Department of the Business, Consumer Services and Housing Agency.
