Will your second stimulus check — if there is one – be for $600 or $2,000? On Monday, Congress passed a massive government spending and COVID-19 relief bill that would give eligible Americans a $600 second stimulus check. At that time, President Trump was expected to sign the bill. However, on Tuesday, the president threatened to withhold his signature if, among other things, the second stimulus check amount wasn't increased to $2,000.
On Thursday morning, Democrats in the U.S. House of Representatives tried to pass a bill that would increase the second stimulus check amount to $2,000 without a vote under the House unanimous consent rules. As expected, Republicans blocked the move. Under House rules, if one member objects, a unanimous consent request is rejected.
What's next? Democrats in the House are expected to bring a bill increasing the second stimulus check amount to the floor on Monday for a vote. But, at this point, even if the bill is approved in the House, the odds of it passing in the Republican-controlled Senate are slim.
That puts the focus back on President Trump. If he doesn't sign the bill already passed by Monday, the government will shut down next Tuesday unless Congress passes, and the president signs, another continuing resolution to keep the government open longer.
The president can also formally veto the government spending and COVID relief bill and return it to Congress. If that happens, Congress can override the veto with a two-thirds vote in both the House and the Senate.
There's also the possibility of a "pocket veto," which happens if the president receives a bill but doesn't sign it or return it to an adjourned Congress within the 10-day period. Congress can't override a pocket veto.
